Summary: This material represents a memorandum expressing the views of George Canning to the British Cabinet on Spanish piracy in the West Indies. Reference is made to the remedying of local grievances and making the ships and harbours of Cuba, Porto Rico, and Porto Cabello in Columbia answerably for the injuries which had been inflicted by those ships. Mr. Canning requests that a sufficient naval force be despatched to the West Indiesfor the purpose of protecting British commerce and the safety of British navigation. Allusion is made to the British government's recognition of the Spanish and Portuguese colonies with special reference to Brazil and the possibility of the abolition of the slave-trade there. This material was bought for the Institute at an auction on October 23, 1964 by P.M. Jackson for £23.
