This material represents a petition of John Tomkins, Master of the American ship "Charles Carter" of Norfolk Virginia, U.S.A. to Admiral Sir John Thomas Duckworth, Commander in Chief at Jamaica; complaining of the impressment of five of his seamen by Captain Templer of "His Majesty's Big Goelan" and of the detention of three of them being Americans. Asking for redress and mentioning letters and packets given to him by Colonel Hamilton the British Consul General in Norfolk to be delivered to Admiral Duckworth describing the precautions taken to safeguard the contents of the packets during the voyage in case of being visited by French Privateers, etc.
